The District of Oak Bay is actively engaged in becoming a “disaster resilient community”. A disaster resilient community is one that provides for the protection of public safety and health, the environment, critical infrastructure and property, and economic stability. While no community can ever be completely safe from hazards, we can minimise our vulnerability by applying the principles of risk management.
The Oak Bay Emergency Planning Policy Committee has adopted the following mission statement to guide emergency management actions within the municipality. The mission of the program is:
To create and maintain a cooperative organization to manage risks from major emergencies and disasters that may affect the municipality and its residents
The Emergency Program is responsible for maintaining Oak Bay’s Emergency Response and Recovery Plan (ERRP) and working with key municipal departments and staff to ensure they are trained in emergency management practices and ready to respond should a major emergency or disaster occur. Managing risk extends beyond emergency response planning to include risk assessment, mitigation, business continuity, and recovery.
A central premise of the Emergency Program is that residents must play a role in their own protection as well as work with their neighbours to build a safe, well-prepared community. Neighbours-Helping-Neighbours promotes working with existing social networks in order to strengthen our community’s capacity to respond and recovery from an emergency or disaster. The Emergency Program offers ongoing public awareness and preparedness education to residents, organizations and businesses so they can become more knowledgeable and take actions to become more resilient to a variety of risks.
An integral part of the Emergency Program is its trained emergency response, communications and community preparedness outreach teams that support the municipality. These volunteers provide vital services to staff and the community through emergency social services (ESS) and the Community Disaster Assistance Team (CDAT), emergency communications (COMMS), and emergency preparedness outreach and education to the public including children, seniors and others.
